Friends of Libraries USA presented it first Public Service Award to Congressman Major R. Owens (D-NY), recognizing his efforts on behalf of libraries. It was awarded in Washington, DC, during National Library Week. The ceremony took place April 11th in the Rayburn Office Building during the morning briefing session for Library Legislative Day.



Congressman Owens has a master's degree in library science. He was reelected in November 1988 for a fourth term as the representative of his Brooklyn district. He is a senior member of the House Education and Labor Committee and in 1987 was appointed to chair the House Subcommittee on Select Education. He is recognized for his support of library legislation and of the White House Conference on Libraries and Information Services, as well as other education issues.
