Mr. Mulliner has been a leader in advancing regional and national acquisitions and collection development projects. He has been active in professional organizations throughout his career; is the author of numerous articles and monographs, including recent articles on acquiring out-of-print materials, E-journals, and E-commerce; and he is a frequent speaker at professional meetings. Mr. Mulliner was instrumental in the implementation of an innovative approval plan for the state of Ohio, which became a model for similar plans in other areas. More recently, he participated in the negotiations, which lead to the establishment of a recovery plan for divine/Faxon customers. His relationships with publishers and vendors were invaluable in helping to craft an acceptable solution for libraries.
