Barbara T. Mates, regional librarian, Cleveland Public Library, Library for the Blind and Physically Handicapped is the 1999 recipient of the ASCLA Service Award presented by the Association of Specialized and Cooperative Library Agencies. The chair of the award committee, Neil Kelley, stated that "Barbara has served in numerous elected and appointed positions in ASCLA. She exemplifies the ASCLA tradition of service and advocacy of the publics we serve."
