Message from the Chair
The academic year has ended and sum-mer is upon us-and with summer comes the anticipation of another exciting 91´«Ã½ Annual Conference, this year in Orlando. LHRT events are on Sunday, June 27. Here's a quick look at the schedule: the Executive Meeting (open to all members) is at 8:30-10:30 a.m. Our Research Forum, chaired by Christine Pawley, will be held immediately afterward from 10:30-12:00. And our Annual Program will be held from 1:30-3:30. The presentation of the Winsor, Gleason and Davis Awards will be made at the beginning of the Annual Program.
Our Research Program promises an exciting group of papers grouped under the title "From the Outside In: The Library in the Life of its Historical Users." Papers include Alistair Black (Leeds Metropolitan Univer-sity, England), "The Past Public Library Observed: User Recollections of the British Public Library Recorded in the Mass Ob-servation Archive;" Isabelle Lehuu (University of Quebec at Montreal, Canada), "Book Borrowing and the Social Fabric of an Urban Community: The Charleston Library Society in the Early Republic;" and Suzanne Stauffer (University of California, Los Angeles), "In Their Own Image: The Public Library Collection as a Reflection of its Donors."
The Annual Program will focus on "Reading at War: Books and Libraries in World War II" and will feature the following papers: Andrew Wertheimer (U. Hawaii), "Creating Libraries Without Money: WRA work with the 91´«Ã½, State Librarians, the U.S. Office of Education 1942-43;" Patty Becker (U. Wis-consin-Stevens Point), "Give the Books You Want to Keep: The Victory Book Campaigns of World War II;" Taro Miura (Uni-versity of Tokyo), "American Library Policy during the Allied Occupation of Japan, 1945-1952: An Overview."
I hope to see many of you at the conference. I especially encourage new members of LHRT to come to our events and introduce yourselves.
As my term of office draws to a close, I'd like to thank all the officers of LHRT, the chairs and committee members for their time and hard work. Thanks also to our 91´«Ã½ liaisons, Mary Jo Lynch and Kathy Bork. Without the dedication and help of many people, the Round Table couldn't function.
I have saved the most difficult announcement for last. This year Ed Goedeken, long-time editor of this newsletter, will step down. For ten years, LHRT has relied on Ed for both the semi-annual Bibliography of Library History and the LHRT Newsletter. While Ed will continue to compile the bibliography, he will hand over the reins of the newsletter to Charley Seavey, Gerald Greenburg, and Tom Glynn and take a well-deserved break. Thank you, Ed, for a great job!

A. 91´«Ã½ Web Site
Joy Kingsolver and Kathy Bork reported that the 91´«Ã½ Web site continues to be a work in progress. Kingsolver reported that the site has not been able to get accurate statistics on hits. Kathy Bork reported that 91´«Ã½'s Web site department is engaged in a Web site overhaul that will make round tables easier to find and will truncate the lengthy URLS now generated
B. LHRT Listservs
Al Jones suggested that it would be useful if 91´«Ã½ would put together listservs for both the LHRT general membership and the LHRT Ex-ecutive Committee. Bork volunteered to set up these two listservs.
V. New Business
A. Membership, Budget, 91´«Ã½ Liaison, and Treasurer's Report
Mary Jo Lynch retired in December 2003. Ge-rald Hodges, 91´«Ã½ Associate Director for Communications and Marketing, and Kathy Bork will serve as liaisons from 91´«Ã½ to LHRT until a replacement can be hired for Lynch's position as Director of the 91´«Ã½ Office for Re-search and Statistics. Gerald Hodges distrib-uted copies of the advertisement for Lynch's position as it appeared in the January 2004 is-sue of American Libraries.
Lynch had previously provided Al Jones with a copy of the 91´«Ã½ LHRT Treasurer's Report, dated January 2004, which gave funds budg-eted for fiscal year 2002-2003, actual expen-ditures for 2002-2003, funds budgeted for 2003-2004, and expenditures of the 2003-2004 budget through 9/30/03. Lynch noted that the $567 in miscellaneous expenses on budget line 5599 included $87 to Mark Tucker for the citation given to Donald G. Davis, Jr. at the 91´«Ã½ Midwinter 2003 meeting, and $480 to Wayne Wiegand to cover his royalties given to the LHRT in excess of the $7,500 promised for the LHRT lectureship fund. The LHRT as of 9/30/03 had approximately 330 members.
B. Committee Reports
1. Research Committee
Jean Preer, Chair of the Research Committee and LHRT Chair-Elect, reported that the LHRT gives four awards. The deadline for the submission of materials for consideration for each of the awards is March 1, 2004. The Gleason Award Committee is chaired by Charley Seavey. This is the first time the Gleason Award has been presented. The Davis Award Committee is chaired by Mary Niles Maack. The Winsor Award Committee is chaired by Toni Samek. The deadline for submission for consideration for the Winsor Award was formerly January 30, but the Ex-ecutive Committee voted unanimously to move the deadline up to March 1, 2004, to be consistent with the Gleason and Davis Awards. The Dain Award Committee is chaired by Rebecca Knuth. The deadline for the Dain Award will be March 1, 2005, since it is awarded only in the odd-numbered years.
Preer added that information on the LHRT Awards is available on the 91´«Ã½ Web site. She encouraged members to make this in-formation known on the Web sites and publications of related organizations, including the Association of Library and Information Science Educators (ALISE), the National Endowment for Humanities, and SHARP, and to send her URLs for Web sites and ad-dresses for listservs to which she should send information on LHRT membership, programs, and events. She volunteered to represent LHRT and distribute brochures at the New Members Round Table meeting at the 2004 91´«Ã½ Annual Conference.
2. LHRT Newsletter
Ed Goedeken has resigned as editor of the LHRT Newsletter after many years of distinguished service. Lee Shiflett has been working with Goedeken to publish the news-letter and Tom Glynn has volunteered to help in the transition. Charley Seavey volunteered to edit the newsletter. David Hovde encouraged the LHRT recognize Goedeken for his invaluable services over many years as newsletter editor.
Wayne Wiegand asked how much it costs to publish the LHRT Newsletter. Kathy Bork will check on this. There was also discus-sion on the advantages of electronic versus print format for the newsletter.
3. Nominations Committee
Steve Sowards, member of the Nominating Committee, reported progress on coming up with slate of officers for the 2004-2005 fiscal year on behalf of Andrew Wertheimer, Chair of the Nominating Committee, who was un-able to attend the meeting. Sowards passed around a recommendation/self-nomination form. By the end of the meeting he reported that we have two candidates for each office as follows:

4. Library History Seminar XI
Christine Jenkins distributed a "call for papers" flyer for the Library History Seminar XI: Libraries in Times of War, Revolution, and Social Change to be held at the Allerton Conference Center of the University of Illinois at Urbana-Champaign, October 27-30, 2005. Abstracts of 300-500 words and a brief curriculum vita should be send to: W. Boyd Rayward, Graduate School of Library and Information Science, University of Illi-nois at Urbana-Champaign, 501 E. Daniel, Champaign, IL 61820, by December 1, 2004.
David Hovde distributed a flyer announcing the Library History Round Table's Auction 2005 to be held in conjunction with the Library History Seminar XI, October 27-30, 2005, University of Illinois at Urbana-Champaign.

5. Library Research Seminar III
Charley Seavey distributed a "call for papers" flyer for the Library Research Seminar III: Learning and Growing: Inquiry into Librarianship to be held Thursday, October 14, to Saturday, October 16, 2004, at the Fairmont Hotel at Kansas City, Missouri. Seavey asked the Executive Board to donate $500 as seed money to help with the LRS III. There was a motion by Sowards, seconded by Jenkins, to donate $500 from the LHRT budget line 5305 for Speaker/Guest Expenses.
6. LHRT Research Forum Program
Christine Pawley presented a flyer for the LHRT Research Forum: From the Outside In: The Library in the Life of Its Historical Users to be held at the 91´«Ã½ Annual Conference in Orlando, Florida, June 27, 2004, 10:30 a.m.-12:00 noon. Three speakers are scheduled: Alistair Black (School of Infor-mation Management, Leeds Metropolitan University, England); Isabelle Lehuu (History Department, university of Quebec at Mont-real, Canada); and Suzanne Stauffer (Graduate School of Education and Information Studies, University of California, Los Angeles).
Jean Preer mentioned that the Research Forum program was listed in the advance publicity booklet for the 2004 91´«Ã½ Annual Conference in the Global Issues Track. She suggested that it would be better to list the program in the Non-Track category. Bork will take care of this.
Joy Kingsolver announced that the theme of the LHRT program for the 91´«Ã½ Annual Con-ference 2004 will be Libraries in World War II. The program will be held on Sunday, 27 June 2004, from 1:30-3:30 p.m. One of the speakers is from Japan and asked if the LHRT could help by covering the 91´«Ã½ con-ference registration fees. The Executive Committee voted unanimously to help in this way.
Kingsolver's goal is have an LHRT officers' handbook published by the 2004 91´«Ã½ Annual Conference. Mark Tucker and Jean Preer will assist her in producing this much-needed document.
Kingsolver reported that the International Federation of Library Associations would like a volunteer from LHRT to serve on the IFLA Executive Board. Because of the expense involved with being an active IFLA member, it was suggested that we invite a member of LHRT who is also an IFLA member to serve in this capacity. Wayne Wiegand suggested that Donald Davis would be an excellent choice since he has served as liaison to IFLA in the past. Kingsolver will contact Davis to see if he is willing to take on this responsibility.
C. Announcements
Donald Davis distributed brochures for Libraries & Culture and encouraged members to submit manuscripts.
Wayne Wiegand suggested that to honor Mary Jo Lynch the LHRT make a donation to the Beta Phi Mu/Institute at Florida State University to fund a distinguished lecturer award on research in librarianship.
Christine Pawley reported on the ALISE Historical Perspectives SIG panel on the place of library history in the library science curriculum held at the ALISE Conference in San Diego just prior to the 91´«Ã½ Midwinter meeting. Panelists included Lorna Peterson, Joyce Latham, Lee Shiflett, and Cecilia Salvatore.
The meeting was adjourned ahead of schedule at 10:15 a.m.

CALL FOR PAPERS
Library History Seminar XI:
For a special issue of Library Quarterly (University of Chicago Press) that we are editing, we are seeking papers on the theme of the "Library as Place." The journal is interested in publishing papers that relate to the historical and/or contemporary place of the library within its commu-nity of interest, the role of the library as an im-portant locus within the public sphere, the influence of the library as a public or civic space within contemporary urban or rural landscapes, and the uses made of library spaces by various clienteles and the public in general. In particular, we would encourage submission of papers that discuss the meaning(s) of the library in the lives of its users and user groups, and the ways in which library places and spaces are socially, culturally, politically and economically constructed and understood. All types of library places are of interest, including those in the public, academic, school, and organizational realms. A variety of theoretical and methodological approaches are welcomed.
