Spectrum Scholarship Alumni are part of what makes this program successful -- we are thrilled to highlight Cindy Hohl (2016 Scholar), director of policy analysis and operational support at Kansas City (Mo.) Public Library, and 91传媒 President, to talk about the Scholarship, as well as current work. This interview was conducted via email with Spectrum Advisory members, Kay P Maye, and Ramon Garcia in November, 2024.</em></p> <h4>What area(s) of librarianship have you worked in thus far?</h4> <p>I started my library career at the Topeka and Shawnee County Library and moved over to the Kansas City Public Library where I have worked since 2017. In my work as 91传媒 President, I have the pleasure of meeting library staff working in various library types all over the world. </p> <h4>What are some current projects that you're really excited about right now?</h4> <p>We are creating a toolkit to share information about Missing, Murdered, Indigenous Women and People to bring awareness to this issue. Thousands of people go missing and the national database does not include everyone that is missing. We need to create awareness about this health information matter and correct the data disparity. Ultimately, we need to share information so that more people can understand and hopefully get involved to help us find more people before it is too late. This is important for Americans so that everyone is safe in society. </p> <h4>What has the Spectrum community provided you with in the years since you've graduated library school?</h4> <p>As the first Spectrum Scholar elected to 91传媒 President, it is my duty to make sure that I am not the last. Our Spectrum community is everything to me as a library leader and I strive to help colleagues on their journeys. Our Spectrum family helps me feel like this is where I belong in the field, in community with my esteemed colleagues. </p> <h4>How do you carry that sense of camaraderie and connection forward to others in the LIS profession?</h4> <p>In traditional Dakota beliefs, we are all related, and I carry that knowledge with me to help build sustainable relationships. It is my goal to make sure that everyone feels seen, and I strive to create a spirit of belonging for all no matter where I go. </p> <h4>Working in libraries can sometimes take us far from home. What are some favorite regional foods that you look forward to getting if you ever return for visits? This interview was conducted via email with Spectrum Advisory Co-Chairs, Kay P Maye, and Ramon Garcia in January, 2024.</em></p> <h4>What area(s) of librarianship have you worked in thus far?</h4> <p>As a Spanish-speaker and first-generation Xicana, I have brought my cultural skillset to the forefront to serve our large Latinx population in Long Beach, CA. I have worked in Youth Services, Adult Services, Community Services, Multilingual Collection Development, led internal transformation work around DEI, and Culturally Responsive Programming.</p> <h4>What are some current projects that you're really excited about right now?</h4> <p>I am currently working on establishing a Tagalog collection in our library system in collaboration with Filipinx colleagues and community stakeholders. We want to build a collection for the Filipinx-American Resource Center that will be housed at the Harte Neighborhood Library on the west side of Long Beach, later this year.</p> <p>Apart from being the Multilingual Collections subject matter expert, I am also the first Senior Librarian of Diversity, Equity, and Inclusion at LBPL. I am very excited to continue establishing the framework for this work in a public library setting.</p> <h4>What has the Spectrum community provided you with in the years since you've graduated library school?</h4> <p>It hasn鈥檛 been too long since I鈥檝e graduated but thus far, the Spectrum community continues to open doors and provide access to a wealth of resources, opportunities, and a large network of colleagues invested in seeing BIPOC library workers flourish. Our gifts, talents, and perspectives are vital to shaping the future of the field. When I find another Spectrum Scholar at a conference or even here at work, immediately there is a kinship and an unspoken understanding that we will support one another, if only in that moment and at best, for the longevity of our careers.</p> <h4>How do you carry that sense of camaraderie and connection forward to others in the LIS profession?</h4> <p>I carry that sense of camaraderie and connection forward to others in LIS by demonstrating a genuine desire to see others succeed and fostering an atmosphere of inclusion. One of the ways I do that is through bringing people into conversations, listening, and meeting people where they are at. If I can provide them resources to support them in their professional journeys, I do. If I can introduce them to new concepts around social justice in LIS, I do that as well.</p> <h4>Working in libraries can sometimes take us far from home. What are some favorite regional foods that you look forward to getting if you ever return for visits? Alternatively, what are some favorite dishes that you discovered along the way?</h4> <p>I鈥檓 from the Bay Area and one of the things I miss most about living in Oakland is eating delicious Ethiopian food! I learned that their public library supported their needs on a daily basis. Whether they were receiving assistance on searching for jobs online, completing school assignments in a learning management site, writing fictional stories, attending a technology training workshop, or applying for subsidized housing online, participants recounted their stories and purposes in using the public library鈥檚 technology resources.</p> <p>However, I also discovered that there were limitations to their access. Two types of constraints crystallized: circumstantial and institutional. Circumstantially, some participants mentioned that they lived far away from their local libraries, or that they had day jobs or duties <img alt="computer" src="/sites/default/files/advocacy/content/1_10.jpg" width="350" height="350" class="align-right" loading="lazy">and could only visit the library during the evenings which limited their own access. Their access was restricted by time and by their own personal situations. Institutionally, participants felt that the public terminals鈥 time limitation policy, hours of service, or the lack of a diverse workforce (i.e. library staff who can speak their native languages such as Hmong or Spanish) were constraining their access in fully using the technology resources. Although the factor of time did play a role in determining access, these institutional components were under the library鈥檚 inherent structure and domain.</p> <p>The main difference between these two types of constraints is that one can be changed and the other cannot be changed. Library policies focusing hours of service, Internet-access, or recruitment efforts can be reviewed and improved to meet the users鈥 needs. More funding is needed to expand such efforts, but it is important to recognize how underrepresented users view the library鈥檚 services, and how libraries can re-center their services and policies to meet such growing needs. Circumstantially, there are constraints that cannot be changed: users鈥 distance and location to the library, and external commitments such as school/life can determine their levels of access. </p> <p>Since the emergence of COVID-19, many institutions have been temporarily closed. These changes invited further constraints to accessing important technology resources quite inevitably. However, some libraries have kept their Wi-Fi on which enables their users to access the Internet through their own devices in the library鈥檚 parking lot or nearby surroundings.</p> <p>Even after wrapping up my study, I followed up with select participants to speak about their experiences during COVID-19 and how their public libraries鈥 closures affected them. Leslie and Zhao (pseudonyms) agreed to speak with me on the phone. Leslie described their experience clearly, 鈥淚 am not happy at all because [the library] was very close for me to get to within walking distance and it鈥檚 a challenging, I can鈥檛 really print what I need. You know my phone is small and like it messes in my eyes, I can鈥檛 keep staring at the phone for long periods of time.鈥</p> <p>Zhao shared their angst about the situation, 鈥淚 feel like I am in a zoo, trapped at home [鈥 I cannot apply for jobs at the moment.鈥 Zhao resorted to going to the library鈥檚 parking lot with their children to access the Internet so the children could do their schoolwork. After a week, Zhao had to stop going because many people were gathering in the parking lot and Zhao felt unsafe. They opted to subscribe to the Internet temporarily at home and had to cut back on other personal needs.</p> <p>Under COVID-19, we are seeing a different type of constraint emerging: a universal one. Everyone is impacted by such restrictions due to health and safety concerns and COVID-19 has deeply exposed digital inequity in all forms. Libraries, schools, and universities need to think about these users, the most vulnerable ones, and how the 鈥渇lipping-to-digital鈥 narrative without clear infrastructure or guidance can be very problematic for their communities. We are seeing legislative bills cropping up, such as the 鈥淓mergency Educational Connections Act of 2020,鈥 to appeal for funds in support of schools and to 鈥渂ridge the digital divide鈥 in learning.</p> <p>However, more advocacy and legislative work will be needed to ensure that libraries are also included in such packages to support library users such as Leslie, Zhao, and many others.</p> <p>Once this pandemic is managed, I am hoping to speak with Leslie, Zhao, and other participants again. Their perspectives shape our understanding of stories that have been largely ignored by mainstream discussions and research. By illuminating the lived experiences of those who are underrepresented and underserved, we can learn how to truly tackle the issue of digital inequity for all.</p> <p><em>The author would like to thank participants for sharing their narratives and experiences, particularly during the pandemic time.
