Members of STARS will need to sign on to the list because there is no mechanism to load names from the membership list. Paula was unable to attend today so there was no further information available. Section 108 The Executive Committee sees revision of Section 108 of US Code Title 17 (Copyright) as potentially having a significant impact on resource sharing. Current activity is centered around recommendations of the Study Group. Anne will ask Rick Uttich, Chair of the Legislation and Licensing Committee, and Margaret Ellingson to draft a statement that STARS can use as a position statement. Executive Board members need to keep activity in this arena in mind particularly when/if the recommendations go to Congress and start through the legislative process. Incentives to join STARS Anne led a discussion of what the benefits of RUSA/STARS membership are. Keeping up with a rapidly evolving service like resource sharing, contributing to the agenda and future of the profession, helping to make decisions at the National level, and helping development innovative projects and programs were items added to the list. Kay will distribute a copy of 10 reason why you should join PNLA developed for the Pacific Northwest Library Association that might be helpful in adding to the list. RUSA has a Web page that lists benefits of joining that might provide additional items for the list. Mary suggested that value for the membership should be a consideration when future programs and projects are developed. Other suggestions included: networking attending meetings at membership rates, being officially involved in committee work, learning from being involved, being a better librarian for your users, getting experience for a better chance for a better job, participating through Virtual membership without the cost of travel, receiving a price differential for registrations and publications being involved in the Rethinking Resource Sharing effort IFLA Nominations for 2007-2011 91ý has asked RUSA STARS to nominiate someone to 91ý to potentially serve on the IFLA Document Delivery and Resource Sharing Section. If 91ýapproves of our nomination they will submit the name to IFLA HQ. If IFLA receives more candidates than there are openings they will organize a postal ballot (which has been the case for many years). At this stage it is difficult to say exactly how many openings there will be in 2007 depending how many Standing Committee members will stand for a second term. Joan Stein is one of the current representatives. Her term is 2005-2009. Lars Leon has held one of the representative positions but his term is complete and he has indicated he is not able to continue with another term. Anne will put out a call for volunteers on various lists. Applications/resumes will be due by June 1 so that they a review can take place before Annual in New Orleans. EPA Library-Does STARS want to take action? Draft Action Plan- (see appendix to minutes)- Draft Resolution- (being prepared) The Committee discussed Bushs recommended budget plans that would eliminate the Environmental Protection Agencys libraries. STARS has a slightly different view of this plan than other groups because of the importance of access to EPA documents, which are often difficult to locate in general library collections. The draft Action Plan and Resolution were approved by the Committee. Tom will take the lead on reviewing the text of the resolution with the aim of strengthening the text. STARS Website update-Karen & Celia Anne and others commented on how well the Website is coming along. Karen mentioned that she hadnt realized how difficult the content management software that 91ý uses is. Earlier today Karen had talked with Donovan Vicha and learned more about how linking does and doesnt work. Soon STARS will have a home page with more graphics and should be easier to navigate. Rethinking Resource Sharing Forum ILL This Forum has developed based on a white paper that came out last spring and the follow-up meetings of interested people/groups. Last week in Denver, about 30 people from various backgrounds met to talk about what should happen next. That group thought that several groups with vested interest should have joint custody and responsibility for going forward. Tanner and Anne are on a group to develop a charter for the project. Another group is working on a revision of the original white paper and a one page summary. Anne will forward these documents as they become available so that the Executive Committee can determine how best to incorporate this project into the STARS structure. Schedule next conference call The next conference call is scheduled for 4pm EDT April 11, 2006. Matters arising Some concern was expressed about the lack of response from the 91ý Scholarship Committee to our request for a new Award. Because of the lack of action by the last committee that needs to approve the proposed award, it is unlikely that it can be presented for the coming Annual meeting in New Orleans. Anne will contact Cathleen Bourdon to see if there is anything that can be done to try to move the proposal along. Updates from the Chair: The STARS Education Committee Mentoring Award has been approved by STARS Exec, RUSA Awards Coordinating Committee, RUSA Board, and now must be approved by the 91ýScholarship Committee - this is a newly split off committee from the 91ý Awards Committee. The 91ý Scholarship committee, since it is so new, is still establishing their guidelines and has not taken action yet. Section Review. At a RUSA Board meeting Midwinter 2006 it was decided that STARS will not have a section review until 2009-2010. 91ý Summer Time slots. Following a discussion in STARS Executive Committee at Midwinter Anne learned that we could make some changes in the STARS programming for 91ý annual in New Orleans if requested by Friday Jan 27. By e-mail vote STARS Exec decided to make the following changes: Reduce the ILL Discussion Group to 8-10 Saturday morning Move the orientation for STARS Exec and STARS chairs to 10:30-12:30 Saturday morning Use the currently scheduled open discussion group from 10:30-12:30 on Sunday for a STARS hot topics discussion group and ask someone to chair it.
