There is a petition for a “Hot Topics” Discussion Group and one for new ILL practitioners. Anne outlined significant accomplishments for STARS in the past year. These included growing the section to 590 members, creating seven new committees and task forces, a vastly improved Website, the first awarding of the mentoring award sponsored by Atlas Systems, presenting three programs at the current conference, developing the STARS-L list, carrying forward traditions from previous years such as the Boucher Award, the ILL Discussion Group and the Friday evening social hour and dinner. Summaries of Committees’ Activities Codes, Guidelines, and Technical Standards – Margaret Ellingson Nada Vaughn is the incoming chair for this Committee. The Committee presented a program on Global Sharing that had very good attendance. The evaluations for the program were overwhelmingly positive (4.4/5). On the question of how long in the profession the 32 responses recorded slightly less than 20 years experience for attendees who filled out the evaluation. There is a task force reviewing the ILL Code and the Explanatory Supplement that will be chaired by Tess Gibson. They have had one conference call thus far. Cooperative Collection Development No report as the group has just been formed. Cooperative Remote Circulation Task Force This joint committee between LAMA SASS and STARS is being formed and members will be appointed by Margaret Ellingson. Education and Training – Cyril Oberlander Collette Mak is the new chair of this Committee. During the past year the Atlas Systems Mentoring Award was developed and awarded. More information and Web resources have been made available for new practitioners. ILL now has a Wikipedia entry. Interlibrary Loan – Robin Moskal Even though their program was set for 8am 70 people attended “Finding the Needle in the Haystack.” ILL archives are being developed in conjunction with the Education Committee. They hope to get a list of AV lenders up on the STARS Website. They will be working on creating a form for reciprocal ILL. The Committee would like to develop a portal like Atlas has created. The Committee will work with the Task Force on Qualifications for Managers of Interlibrary Loan Operations. International Interlibrary Loan – Wayne Pedersen The Committee has developed an online survey about International ILL. Edits were finalized at this meeting. The survey was developed at the University of Illinois with the assistance of Lynn Wiley. It needs to go through the Human Subjects Review process there. The Committee hopes to get the survey out in July. When you see the survey, please fill it out. The members also did some brainstorming on future topics for programs. One idea that is being considered is the development of a wiki-style Website for International ILL and verification. Legislation and Licensing – Rich Uttich Lots has been happening. The Washington Office of 91ДЋУН has a long list from the last 6 months. The Committee is considering a program for 2008 on privacy. The program could cover topics such as fingerprinting for identification, RFID, CALEA, scrubbing. Some issues that have come up recently include the closing of EPA Libraries (an internal EPA activity), privatization of information from the Smithsonian, foreign nationals and new technologies, the ban on educational travel, and more. Review of Section 108 of the Copyright law has been extended and there will be another set of roundtables to discuss proposed changes. Membership – Stephanie Atkins Marilee Glover is the incoming chair of this Committee. Activities of this Committee included the following: A Welcome Letter has been sent out to all STARS members, the STARS information brochure has been revised, 4 STARS members spent 7 hours at the RUSA booth during this conference, STARS stickers for name badges will be produced. For Midwinter the Committee plans to focus on the geographic region (Seattle/Pacific Northwest) where the meeting will be held. If anyone needs STARS brochures for distribution at local, state or regional meetings, please contact Marilee. Preconference Planning – Julie Harwell The title of the preconference is “Yin and Yang: Bringing Balance to Resource Sharing, a pre-conference for advanced practitioners of resource sharing.” It is planned as a complement to the ILL 101 preconference that will also be held in Washington DC. The intent is to avoid academic bias and have a course for ILL practitioners in all types of libraries. More information will be provided on the STARS Website as the program is developed. Research Committee – Jennifer Block Joan Stein is the incoming chair. The Committee has developed an ambitious agenda. They are reviewing current research to look for gaps in coverage or out of date information. A Research Resources Webpage is under consideration. In the planning is a survey covering ILL Statistics, related to what statistics are provided by ILL systems and what is missing. A program proposal for 2008 is being developed that would have a panel on data collection and definitions. Participants would be sought from OCLC, Dynix/Sirsi, and an ILL practitioner. Task Force on Resource Sharing Response to Natural Disasters – Thomas Delaney The Task Force has begun via email and conference calls. A program proposal on planning ahead would cover topics such as maintaining communications, technologies that help maintain day-to-day activity and service to distant learners. Task Force on Qualifications for Interlibrary Loan Operations Management – Susan Lieberthal The Task Force is beginning to work on this issue. The Committee is made up of members of diverse representation giving a balanced perspective of the topic. Developing a survey to gather data is being considered. STARS-L – Paula Asch Paula urged all STARS members to sign on to the list. Those wanting to join should provide their name and preferably their 91ДЋУН membership number. Currently there are 65 people on the list and she has 40 more names that she needs to verify as STARS members. Vendor Relations – Cheryl Truesdell Gary N. Johnson is the incoming chair. Marilyn Groesch and Claire McKegan are working on a list of vendors to post to the Web. The Committee is considering a program related to ILL for 2008. Committee members will be reviewing the Committee charge for possible expansion or clarification. Additionally, a review of vendor progress on implementation of standards will be developed.
